Abstract:
The Regional Advisory Board met three times during the period under review, discussing a wide range of Regional and National issues. This report addresses only those issues which impinge on national policy or on outside organisations within the Region. In two important areas, that of net licensing and pollution prosecution, it had been recommended by NRA Head Office that the previous involvement of members should be discontinued and that these matters should be determined by officers only. The RAB concluded that this procedural change had disadvantages and that the support of officer recommendations by members might provide a robustness to the external perception of decisions in politically sensitive areas. It was formally recommended that the Authority should retain member involvement in the allocation of net licences , in the Welsh Region by the inclusion of the Chairman of RFAC on the Net Licensing Committee. With respect to pollution prosecutions, the Regional Board Member and Chairman of RRAC should have an opportunity to comment on recommendations by officers on pollution prosecutions.
