Abstract:
For the NRA, 1993-94 had been very much the year of "Market Testing". Welsh Region had examined this initiative with an open mind, but always with the prime objective of retaining organisational cohesion : providing an integrated, effective service in a Value for Money environment. The Flood Defence Internal Business Units have been set up with Business Plans in place and the new arrangements are working smoothly. In the Laboratory Service and Transport and Plant Maintenance, where staff have been displaced, the Personnel issues have been handled in a relatively straightforward fashion with people adopting a professional atittude to the opportunities presented. Several have been assimilated into the Client side, often with a change in career direction.
