Abstract:
The NRA's Southern Region Control Area Study monitors per capita consumption by approximately 1 per cent of all unmeasured properties in the region. The Control Areas range in size from 20 to approximately 1500 households, and were selected to be representative of the region’s ACORN group distribution. Flows into the Control Areas are logged at 15 minute intervals, and total household consumption (including plumbing losses) is assessed by subtracting an estimated leakage rate from the measured inflow. Per capita consumption estimates depend upon accurate information on the population of each Control Area. Results from the demand monitor are used to assess per capita consumption for water company areas and for NRA Southern Region. The study has been running for approximately ten years, and has provided important information on local demand trends. This report was commissioned by NRA Southern Region, who required a detailed review of all elements of the project in order to identify how the project should be taken forward over the next ten years. The key areas of interest are population estimation, leakage assessment and statistical analysis.
