Abstract:
This Annex is one of five-which, together, provide a description of a method for applying a flood defence levels of service strategy. This overall system is described in the main report which contains references to the other annexes as appropriate. It is understood that the recommended system will comprise an assessment of current land use within defined floodplain areas and recommendation of suitable target standards of protection for that land use. The achievement or otherwise of this target standard will be assessed by monitoring of actual and likely
flooding occurrences and an assessment of the integrity of flood defence assets. However the target standard that is recommended may not be suitable for new or more intensive land uses which might develop in the future. The NRA regions are frequently faced with developers seeking planning permission for building within floodplain areas and it has been suggested that a Growth Index be developed which would indicate how any current or future changes may lead to pressure to improve the level of service provided.
