Abstract:
The first part of this project report examines the objectives and need for the NRA's planning liaison function with particular emphasis upon flood defence activities and conservation duties under Section 8 of the Water Act 1989. This part of the report sets out the planning liaison function within the context of existing statutes, government circulars, byelaws and other regulatory controls which govern its effectiveness within the framework of Town and Country Planning. The second part of the report sets out nature of planning control and the constraints imposed upon the NRA in pursuing its interest through the planning system and the opportunities provided by development plan consultations. The third part of the report examines various regional planning liaison structures and procedures for processing planning consultations in terms of the mechanism of consultation, speed of response, quality of response and monitoring of decisions. The final part of the report contains conclusions and recommendations as to the best practice to ensure the NRA makes effective and efficient consultation both in protecting and promoting its various interests as well as meeting obligations and deadlines imposed by existing statutes. In particular, the report contains recommendations which seek to ensure the NRA's flood defence interests are safeguarded and promoted in the development process.
