Abstract:
This report describes the implementation of the Council Directive on the quality of fresh waters needing protection or improvement in order to support fish life in England and Wales and compares application of the Directive in the UK as a whole with other European Union Member States. The Directive was introduced in 1978, and since then the UK has designated over 56,000 kilometres of rivers and lakes, to come under the scope of the Directive. The National Rivers Authority is responsible for monitoring the 19,370 kilometres of designated waters in England and Wales. The Directive is concerned with the protection and improvement of fresh waters in order to support fish life. It sets standards of water quality for the protection of coarse and game fisheries, together with monitoring requirements. Although the Directive has yet to be formally translated into UK legislation, the NRA monitors freshwater quality in accordance with the requirements of the Directive and uses its powers to ensure that the standards laid down in the Directive are achieved. To date, two reports have been made to the European Commission, covering the results of surveys in 1984, and 1989, and the results of a third survey in 1992 have been forwarded to the Department of the Environment.
